Syracuse Server Hotfix 12.23.11.8

This new Syracuse Server Hotfix 12.23.11.8 addresses mobile navigation and runtime selection issues in Sage X3 2025 R2. This Hotfix may only be applied to Sage X3 2025 R2.

Issues addressed:

• "Degraded display in the mobile version of Sage X3 - Navigation bar disappears if screen width < 771px" - Navigation bar was added to the mobile view (under 770px). (X3-383650);
• "Error runtime not in MAIN" - The current behavior when Enable Application Cluster is enabled. Otherwise, if the principal runtime is required (for Sadfsq), first look for a runtime matching both the principal criteria and the configured tag; if none is found, fall back to selecting any valid principal runtime. This preserves tag-based routing while ensuring a runtime can always be selected. (X3-386619).
